The history of the Rouge neighbourhood is typical of most neighbourhoods located at the north end of the city. This was primarily a rural farming community up until the 1950's, when Highway 401 was built across the southern perimeter of the Rouge neighbourhood.

The opening of Highway 401 led to the building of the first homes in this neighbourhood along Sheppard Avenue, in the early 1960's. However, the bulk of this neighbourhood was not developed until the 1970's and 80's. The urbanization of the Rouge neighbourhood has continued into the 1990's, with the addition of new residential subdivisions, a shopping centre, schools, parks and a recreation centre.
